President-Chairman of the Board of RUSSLAVBANK (CJSC), the member of Federal Migration Service's Public Council made presentation on the plenary session of OSCE 17th Economic and Environmental Forum named "Administration of migration and Its Relations With Economic, Social and Environmental Policies in the Interests of Stability and Security of OSCE Region". Forum has started on January, 19, 2009.

Approximately 350 delegates from the over hundred states of the world from Europe, USA, India, CIS countries, Africa and Asia has gathered on the opening ceremony of OSCE 17th Economic and Environmental Forum.

The presentation of Nikolay Gousman named "The Impact of Global Economic Crisis into Migration" was devoted some current aspects of migration situation over the post-Soviet space and has aroused much interest. Dr. Gousman introduced an original methodology for labor migration process analysis based on the study of workers' remittances. For the analysis were used data of Russian Central Bank and The International Money Transfers and Payments CONTACT System. The proposed methodology allows to describe in numeric evaluations the economic, geographic and social characteristics of labor migration flows from CIS countries into Russia, to carry out the structural analysis of migration landscape and effect of state acts, crisis and other factors.
According to opinions of other participants the migration situation analysis, evaluation method and results of such approach proposed by Dr. Gousman are unique.

Mrs. Mara Marinaki, the chairperson of the OSCE Forum, Ambassador and OSCE Permanent Representative of Greece told, "I am impressed. The methodology presented by Dr.Gousman is highly effective and informative from the range of methods which I know. The implementation of methodology will have significant value for decision processes of labor migration regulations and legislation".

The OSCE Economic and Environmental Forum is annual event of the Organization for Security and Co-operation in Europe which has been held since 1993. Having the official format of Senior Officials Committee in fact the Forum is consultative meeting of member nations. The main purpose of Forum is analysis of social-economic and ecological challenges and drawing up of recommendations for further discussions and decisions.

Diplomats, ambassadors, international officials, representative of NGOs, Ministries and official bodies responsible for migration processes, parsons, scientists and researchers have taken part in 17th OSCE Forum, all of them are interested in finding of solutions for current social and economic challenges in this sphere.
