Transfer Features. 1. Money Transfers from abroad are paid out without opening a charitable bank account and its further registration with the Department on humanitarian activity of the Administration of the President of the Republic of Belarus, if the amount of a single Money Transfer sent to the resident of the Republic of Belarus or the total amount of money transfers sent to the resident of the Republic of Belarus during the last 30 days does not exceed 500 Basic Units (1) or its equivalent in foreign currency including the last Money Transfer.
In such cases for collection of funds the Recipient is to fill in a money transfer application and a special notification which is required for further records in files of the Department on humanitarian activity of the Administration of the President of the Republic of Belarus.
2. In case the total amount of money transfers sent to the resident of the Republic of Belarus from abroad during the last 30 days is equal or exceeds 500 Basic Units or it's equivalent in foreign currency, the amount of new incoming money transfer is to be deposited into a charitable bank account opened in the name of a Recipient. That money transfer is to be recorded in the Department on humanitarian activity of the Administration of the President of the Republic of Belarus. Funds from a charitable bank account may be withdrawn only upon approval of the Department.
Governing Regulations: Decree of the President of the Republic of Belarus "On receiving and using of donation" No. 24 dd.28.11.2003. Resolution of the Administration of the President of the Republic of Belarus "On amendments and addenda to Instruction on registration, receipt and using of donation" No. 9 dd. 17.09.2010.
3. Donation in accordance with the abovementioned documents is considered to be funds, including funds in foreign currency, including interest-free loan, fee of the foreign shareholders in participation of the Belarussian non-commercial legal entities, goods (property) granted by foreign citizens as well as by persons without citizenship, anonymous contributors and by foreign states and organizations in favour of legal entities and individuals of the Republic of Belarus, free of charge for their use and possession.
Funds which are not to be considered as donation are as follows: * Alimony * Wages * Insurance indemnities * Compensatory payments * Pensions * Grants * Prizes for competitions and contests * Inheritances * Payments for the goods / services as well as:
* Money transfers, sent by residents of the Republic of Belarus * Money transfers in favour of non-residents of the Republic of Belarus
